Formal correspondence that will be filed, quoted and answered.

Sender organisation and registration number, your reference and theirs, a subject line, enclosures, copies. The address block falls where a window envelope expects it, and page two says who the letter is from and what it is about — because a loose second page with no identity gets filed against the wrong case.
